There's a lot of 'budget' decks with 12 or so rares and maybe 4 legendaries. That's fine, and makes sense, but I wanted a crack at a true budget deck with NO rares, and no legendaries, and no promos, and no campaign cards.
Obviously that's limiting, and most new players won't bother with Eternal Warcry, and those that do won't find this. Most new players will just mash together what cards they have - probably built around some scions or fine rares (that this doesn't include).
But, for the imaginary niche I made in my head, this is what I created. Hopefully it's not too bad for that.
Super cheap deck. In power cost, and shiftstone cost. Hero of the people, double damage, and removal give it more reach than it would have otherwise - it's not a true aggro deck, and can build to nice things when draws are good. It shouldn't often need more than 5 power, and thusly should benefit nicely from the power-transforming Rakano combat tricks.
Influence requirements are at one fire, one justice, limiting power frustrations (nice for new players... Or vets for that matter), and a shifted Coverfire unit will allow access to Humble Mentor on the units that wouldn't otherwise benefit. So might the Standard-transform combat tricks.
Double damage, torch, and finest hour/combat tricks all play well with quickdraw and the other base battle skills.
There's enough Warcry to put out some surprise monsters.
All in all this is (hopefully) a simplistic (and cheap!) package that has a puncher's chance of getting even difficult jobs done, and isn't completely devoid of satisfying minor combo moments.
Again, the limits of having a true budget deck are obvious, and will be painful if one expects too much.
