Summary:
Pretty self-explanatory as far as the deck goes.
Your stall condition is Shepherd's Horn, Porcelain Mask and either Rat Cage or units to trigger the heal combo.
Your win conditions are either of the following:
- Azindel, Revealed and lots of Rats.
- Katra, the Devoted, Porcelain Mask, Shepherd's Horn, Rat Cage and something to spawn Rats.
- Rats, Porcelain Mask and Xenan Obelisk.
- Rats, Porcelain Mask and Bazaar Stampede.

I recommend running at least some duals as a powerbase for this deck, as well as basic Sigils for undepleted power and Cobalt Waystones for Aegis.

Tech:
- Lethrai Courtier allows you to constantly draw good stuff. Be wary of opponent's Torches and other cheap removal.
- Pitfall Trap and Rat Cage make for a good draw-discard outlet, especially when flooding power from Lethrai Courtier.
- Porcelain Mask is a good two-drop. If the opponent plays depleted power and skips turn, it's likely he's saving undepleted power to drop something next turn.
- Try not to draw Shepherd's Horn with Display of Knowledge unless it's the only piece of combo missing. Not only there are better draw options (Rat Cage, Vault of the Praxis, Xenan Obelisk), but it's also the only decent removal option you've got.
- If your board is flooding with Rats (around 8 or more), you should do an all-out attack in order to free up space for more Rats. The only exception is if you're saving up Rats for Katra, the Devoted or Azindel, Revealed drop.
- Play order of the relic matters a lot. Vault of the Praxis only triggers when SECOND unit is played, not third or fourth etc. Katra, the Devoted is best played first, before playing other relics and spawning Rats. Araktodon Egg can be triggered before or after you play Lethrai Courtier, depending on whether you are power-screwed or power-flooded.
- Porcelain Mask and Pitfall Trap give the opponent a fast spell window. Summoning other relics doesn't.
- Azindel, Revealed can be used as a healbomb if you've got the heal combo in place, but no relics to spawn Rats.

Sideboard:
These are the cards you might consider including in stead of other cards in your market or in the maindeck, most of them are self-explanatory. Be aware that their inclusion in the deck will require some thought and thorough powerbase and playstyle adjustment.
Sites shouldn't be included, since you have nothing to protect them.

Tenken Eternal Version: 1.42.2
I really like this deck. It struggled at first (sure I sucked, also lots of aggro in my ELO) but once you get used to it the deck is very fun.

I have only gotten off Shepard Horn + Porcelain Mask off maybe 4 times, and only once with Katra. I don't own Display of Knowledge yet... but that just means I actually don't think that combo should be the focus unless you already have all the cards (because it is very powerful heal). I agree with @Makash, Mesmerized Moth has given way more + for Katra than Horn. And it is nice to have a body in the sky.

I don't think Sahin is necessary but seems fun.
I considered other colors (like Ravager), but most of my wins are just market into Bazaar Stampede which is the easiest way to win.
Lethrai Hideaway and Vault of the Praxis are questionable to me. But I guess the question is if anything else is better. Vault is nice but 4power is just too expensive.
Recon Tower is one card I have been testing, I actually like it. But I can't say it is an amazing card. I wish it was a little cheaper, but it is still a nice way to fix bad hands or to burn power into a new relic proc.
Fearbinder, meh. It won me one game, but I probably would have won just slower without it. The idea was to have blocker bodies with excess rats. But again, it costs too much for a small unit. Two rats with Xenan Obelisk do become a 5/5 or 8/8.

I like your Deck, but i switched out a few Cards to spice things up a little bit
- 2x Pitfall, 1x Shepards Horn
+ 3x Stormtamer Operative
With all the Damage Spells around, i found this to be extremely helpful when dealing with Torches etc.

- 1x Lethrai Hideaway, 2x Governor Sahin
+ 3 Mesmerized Moth
IMO when playing Katra, Moth is a "must have", since its a decent Flying Blocker, but also gives you a free Ancient Bauble, which just synergizes perfectly with Katra, Rat Cage and Courtier

I noticed this in the last iteration. Katra was such a dead card, needing two other cards to be useful. I ended up pulling her for removal and relying on obelisk as my pumper.

I liked the old version, haven't tested the latest changes. However, I stand by my earlier comment: Dumping Ground is a very useful silver bullet to search up with Display. I also replaced Crystallize with Cirso's Choice as my sweeper. It's a lot less powerful, but the combination of fast speed, Aegis against relic removal, and random lifegain for Katra makes it too flexible to pass up.

Very cool idea, I made a TJS version so I can play removal and aegis, which this deck felt like it was lacking. It should also be easier to consistently trigger Katra.
