I know this is coming very late, but there's not really a best replacement that does what TTS does. Depending on your build if you want to disrupt their long game and you're fast you should use royal decree, and use rain of frogs instead if you're more controlling. If you just want it for the psuedo-removal then the new Fluctuate Reality is great, or good old Polymorph! If you got the shiftstone reshape is also great, even without Time influence.
