Need some help with the mulligan and early turns.

I'd say for the opening hand, I really like having small Icaria. Her ramping you out to your future turns is great. Bulletshaper is also fine in the early turns, but only really if you have a merchant or a iIaria the liberator in hand, as Icaria is really the only thing worth the cost of ramping out. Otherwise, just having merchants themselves to fish for harsh rule, or having torches can help survive the early turns.
