I know, way, waaaaay too late, but anyway: Reason is so that Regen wouldn't reset. Or any other spent keywords. If you normally copy something, they do get reapplied AFAIK

I think it's to indicate that the copy is reduced by the decay. I think's that's always the case with copying effects, but it's kind of a non-intuitive mechanic
