I think Lord Balancer Steyer won't synergize with Distortion Orb. I'm pretty sure the Distortion Orb will increase the cost of a card and then Lord Balancer will check to see if it is at least three and bump it up if it isn't. Similarly Distortion Orb will lower the cost of your cards and then Lord Balancer will increase them to three.
I would take out the Distortion orbs and put in some Relic Weapons to synergize with the Pillar of Progress

You are right. None of the cards cant cost less than three. If you have Lord Steyer in play, Distortion orbs effect only units and spells that costs 4 or more. I have Distortion orb in the deck, because i like that it makes some of the opponent cards more expensive. Feel free to change it for sure.
