This is what I would consider the cheapest competitve deck we currently (post Horus Traver) have. I took it and variations of it to top 50 masters multiple times.
The plan is easy, go wide and use obelisk, monitor and rally to close out games, don't be too afraid to lose some units to get damage through, though this deck is capable of going into a boardstall until you get enough anthems vs other midrange decks.
Edit: Tesya hasn't been good enough, you can play her over Rally, but I wouldn't recommend that.
I think the complete removal of Rally is too much loss. I've been able to close many Versus games and cheat the AI with Rally many times with the sweet card. Also, the deck doesn't need 4 Tesya. You don't want her in your opening hand or any soon although warp on turn one can really make a difference.
My edit would be:
-1 Rally
-1 Praxis Displacer
+2 Tesya, Omen Shaper
Although right now I'm playing a dirty 77 card version with 3 Tesyas.
But, she costs 7 only for +1/+1. I personally don't think that is worth it. I would rather draw about any other card, although the Warp is nice it is too situational.

What is a god starting hand? What is the minimal hand you want to keep?
I just lost with the Arcanum, Initiate, Torch, Drone which I thought was a godhand. But I literally get only a few damage in and then they outpower anything I can drop.
Any tips on how to play this.
I used Torch on the Flying wisp with ultimate. And I swung for damage, but it is so small. I even traded one unit to get 5 damage in. But he killed my Arcanum, my Xenan Obelisk was pretty useless on a board of weenies.
The key is to not think of this as an aggro deck you can direct the deck into boardstalls untill yo uhave enough rallies and/ or obelsik/ monitors to outpower them. its also ok to chump block some units if you can reload. In time midrange matchups its sometimes worth to keep diplacer for a key turn where you can attack with humbugs because you bounced their titan. Just be patient in boardstalls and start going taller.
But I always feel behind the ball when a control deck drops a big unit. My 1/1s can't do anything anymore. and I feel like most decks will then be able t keep dropping big units over you. Or of course Harsh Rule, but other than holding cards/hoping for good draws I don't see how to stop that.
