To start off, let me explain why this deck is low-mid budget.
Quicksilver Mirror comes from a Theme Deck that costs 2500 gold.
Hooru Pacifier and
Hailstorm come from a Dead Reckoning Campaign.
Jennev Merchant is going to be your main spending point, but it's a staple card and having a merchant will improve your winrate.
Thunderstrike Dragon is from a starter deck, or so I've heard. If it's not, put any big unit instead.

This deck is designed to help you climb from zero to hero, beating every aggro and amateur control player you see. Diamond is doable with this, getting to masters - pretty hard.
The cards are very self-explanatory, I do not even feel the need to write about each separate one, but there are 3 categories:
1. Removals(Sweepers and spot removals)
2. Defensive units (such as a godlike
Hooru Pacifier)
3. Draw (
Wisdom of the Elders is a 1 for 2 - it gives you more cards than you had)
The gameplan is as follows:
You survive, using low-cost spells during your turn (i.e.
Strategize), plopping down units when necessary, and use fast spells either in response to the enemy or at the end of their turn (reactive playstyle). Then, finish the game by overpowering the enemy with your card advantage and everlasting units on board. Alternatively, you can dig into the market for nice finishers.
Here is an example turn 5 against Rakano Aggro.
You have a
Kosul Battlemage on board against a buffed up 4/3 Oni Ronin along with a simple 2/1 Ronin. You attack, wait for them to block with a bigger unit, use Parry to clear the smaller Ronin, and clear both. Now you have 3 mana, a
Defiance and a Wisdom of the Elders. You press
end turn, because both of your spells are Fast. The enemy did not have threatening charge units, so you Draw instead of using Defiance.
This is your main strategy.
