Well, I saw the one you pointed to. Actually I don't think it's really consistent, at least not as stable as this one.
The one you gave contains too many factions which means you'd probably have problem with gaining influence to play the card you need.
It is not faster either since it put the loyalist in the main deck. So in all in this situation, it means that you'd only get 8 cards to get one loyalist in your hand(Rujin's choice and loyalist herself) instead of the 12 merchants.
The cards in that deck are loosely related, the only way you could play them is straightly play them from your hand, but in this deck you have cards like reweave or Grazer can play the cards from the deck and with no requirement of influence for the cards.
Nevertheless I like the idea of Desperate Courier, this is a good card for playing fair exchange cheaper.
The goal is essentially to play Fair Exchange on your Imperial Loyalist on their turn. Due to the Renown on the Loyalist, this lets you fetch Executioner from your deck, while the Fair Exchange itself gets Kanya; Executioner triggers, dealing one damage, triggering Kanya so you play a sigil, which again triggers Executioner, and so on until you've played and dealt damage equal to every sigil in your deck.
