you can't if you're playing smugglers (the merchants with 2 factions). You can however do this if you only use the merchants from only 1 faction.

There's no reason for them to touch it, it's not oppressive nor overwhelming. It requires too much on board to be considered "overpowered" and if anything is a win-more card. It's a market card at best.

Yeah, I guess that's true, but Vara's easier to remove, and once you play Palace you can immediately get +4/+4, Aegis, and endurance. A mighty swing in board position.
