Yes, it even works if the cultist gets wiped by Harsh Rule.

I would consider removing probably 1x or 2x D'Angolo's Might, the 1x Hidden Road Smuggler, and maybe 1x The Witching Hour (I've never played with that card so I don't know how frequently it can actually be played in a regular match).

I would also consider squeezing in a 1x Trickshot Ruffian - pulling it with Crownwatch Pressgang can lead to some nice swings, especially with Vara's lifesteal.
