The deck needs double primal to function but also values undepleted power greatly and these power serve this goal the best out of all available options while giving the highest number of overall power sources possible. If there were skycrag paintings and vows the powerbase would look different. Multiple diplos would cause the powerbase to be less effective at attaining the critical influence of FPPS, especially the PP.
