UR Tempo (WIP)/[was a budget deck <7k, now ~18k]

SUGGESTIONS WELCOME!!!!

trying to sort out a big pile of cards to figure out a UR Tempo list. not yeti tribal. not flyer tribal. just good old fashioned delver. erm. something similar to that. stun. damage. weenie flyers. card advantage. etc. really like the interaction with Second Sight and Static Bolt. Also Portent Reader makes a Second Sight. Also also, Jotun Hurler has Fate: Make a Snowball, so it works well with that same idea. can pitch the hurler to the Reader or wait til later and just play it as a body. so its partially invested in that concept.

Once i get the stones, i will add in the Ixtun Merchants for sure. Just gotta get grinding, tbh.

im still VERY new to this game, so im working on making a budget deck to beat up on some bros while im still in the fresh meat levels of competitive play. later on i'll add in some better, expensive stuff.

would like some tips on stuff involved in this "draw, put back, draw" strategy if there is anyone else out there doing this.

Update: The "sideboard" is where i am dumping cards that i:
1. dont have but want to include
2. are not budget-friendly
3. am not sure about including
4. leaving them there as "possibles" in case i play the deck and determine that it "needs" something.

Update 07-16-18:
Added some things and took some out. Really dig the Ice Sprites, but they paint a bullseye on their faces as soon as they hit the field, so i had to cut one down. pulled another Acquisitive Crow in a pack, so i added that dude in there, speaking of bullseyes.
Pulled a blue merchant, so i made a slapped-together market of random situational jank. will work on that in the future. first step is getting those 3-drop blue birds that increase spell damage by 1.
Cut out those 1-drop dudes that deal 3 when they die. they just were lame top decks. want to add another Jotun Hurler to the mix as well. added in a Strategize to the deck and think i wanna up it to 2 or 3 at least. once i get the 3-drop bird, i will probably pick up more merchants, fix my market, better lands, more strategize, and another hurler... not in that order. thats the tentative plan anyway. will update as i go along.
so far so good with the deck, though. i made it to silver 3 this morning.

Update 07-09-18
Picked up the 4 Cloudsnake Harriers and man do i think they are just swell. also picked up some number of the rare land. i'm in process of getting the playset, so i just switched it out on here. upped the number of the land that makes the 4/4 flyer as well to 4-of. realized that i like that one a lot more than i expected. may attempt the granite monuments, but the appeal of the blue one is that it is a flyer. its not a sprint, its a marathon.
cut down on the grenadin-producing land and ice sprites. took out both of the "sac a unit: deal ____ damage" spells because most of the units i have in now are not ones i want to be sacrificing.
Really like where the deck is now. i'll have to see how it goes once i get some more of the stones, post rare-land-acquisition for what i will be adding next. possibly a situation where i fine tune the market and add more merchants. not sure if i want red or blue merchants in the end, but i already have 1 of the blue one. will have to weigh the market options before picking them up, but i'm thinking it'll probably be the red one, since i have been mostly focusing on red decks anyway.
will also be investigating some alternative burn spells and units now that i have the preliminary deck in a good spot.
