I see a lot of budget builds out there with few rares, mostly uncommons, and they're best for grinding gauntlet. I wanted to provide a budget build for players that want to start the ranked grind but don't want to use up their dust or craft niche rares. A deck for the new player who wants to start ranking up and expanding their collection!
Ranked/Throne has become a lot more powerful since I started playing with good old Rakano Aggro and a lot of truly budget decks can't compete! Especially since Skycraggro became the way more expensive Yeti build.
The idea here is that all of the legendaries and a lot of the rares can be bought with coins to minimize dust use. With Homecoming + the Martyr's Chains theme deck, you get all of the legendaries, 7 of the rares, and a lot of the uncommons. I tried to limit the rest of the rares to ones that are used in other decks, which is why we run Hidden Road Smuggler over Winchest Merchant.
This is also pretty easy to upgrade into the full-legendary AP Ramp list with the addition of Dread Reckoning for baby Icaria and a few other rares.

There are two upgrades I would make ASAP. The first is to get the Homecoming campaign for Icaria, Valkyrie Captain. The second is to craft 4x Harsh Rule to put 3x in the mainboard - I would take out Spiteful Strike for those. If you want to use shiftstone, Harsh Rule is a very safe craft that will help this deck against other midrange and aggro strategies.
The other legendaries and rares that go very well in this deck:
4x Inquisitor Makto, replacing Ponysnatcher. Unfortunately Makto doesn't go in a ton of other decks, but the synergy with his revenge + Svetya buff is really strong.
1x Regent's Tomb in the market, replacing Sabotage
1x Pristine Light in the market, replacing Harsh Rule and moving the 4th Harsh Rule to the maindeck to replace a Vanquish or Avigraft.
4x Street Urchin + 4x Crownwatch Press-Gang - definitely don't start running one playset without the other. Replace the Hojan and Finest Hours + an Avigraft
I hope that gives you a good roadmap to updating the deck as you go! I'd definitely suggest checking out other builds for further ideas; select "Only has Justice/Shadow" in the deck search and then put in "contains Svetya, Merciful Orene" and that should point you in the right direction. Some builds run Lost Scroll over Reclaim, some have card draw with Devour or Cull the Deck, and there's a wide set of AP legendaries/big guys to choose from for your "top end." GLHF!
