For a how-to-play, it's basically the same as my previous try, [MASTERS] FTJ Midrange Aggro. Influence requirements seem a bit heavier, but two seek powers and a card draw here and there make up for it.

You will notice some units are not four copies, not sure if it's best but I find having different choices to play helps. Also, you definitely don't want your hand overflowing with Oni Quartermaster and Steelwarren Responder.
As for Foxfang Katars, I only have 1 copy lol, but I'm really not sure if it would be better with more. The deck might get too heavy and you really don't want to lose Ossuar Longbow 's overwhelm.

UPDATE: Streamlined it, removed Oni Quartermaster and Steelwarren Responder because they just didn't perform. Newly added Borderlands Lookout and Warrenborn Mistral get the pressure going and the latter is perfect for your weapons. Your biggest weakness remains f'ing Heavy Hail, stupid card...
Current winrate is 80% around rank 50

UPDATE 2: Hovering around rank 20 again. Even though I have 2 copies of Foxfang Katars now, it seems to be the card less fitting in this deck. Good replacements are:
Karrina, Embercaster
Old Scratch
Another copy of good ol' Rampage
Caravan Delivery with Ruin and a power + whatever you want in the market
Warren Delivery with a power and cheap conditional Justice spells in the market

I've found that this deck is slightly more consistent when I removed 2x Mark of Steelwarren and 2x Mark of the Grove and added 4x Seat of Glory. I almost never found myself wanting more time influence with only 3 cards in the deck that needed it, while I was consistently missing the two fire or justice influence I needed for bigger plays.
