Looking through the new commons and uncommons for EoE, I was mostly not impressed by them for an aggro deck in rakano. I made space for Sear and Wind Conjuring. The rest do not look worth a slot in a budget rakano aggro. I have not adjusted the upgrade options for EoE.
This is a pretty basic list for a semi-competitive starter deck that has no rares or legendaries.
For gameplay, your goal with this deck is to get bodies on the board, as quickly as possible. Mulligan any hand that does not give you a good play on turn 2 at the latest. Best possible hand would have a 1-drop, 2-drop, and 3-drop, with a fast spell, and the correct power to play all of them. Your game plan is to kill them before they can stop you. If you run out of cards and your opponent is still alive, you lose and concede.
Since this is a budget deck, you don't really have much opportunity to play around things they might have in hand (like hailstorm). You basically have to just hope they don't have it. If you refine and upgrade the list, your options start to open up a bit more; but with this list here, you just have to go full steam ahead and hope to race them down.
I made a sideboard list of the most common rares you can substitute into the deck to make it stronger. With the introduction of Emblems, the Fire Emblem is one of the best upgrades to the deck, because a 3/2 overwhelm in place of a power card is great for an aggro deck. So, your top priority upgrade to this deck is to replace 4x fire sigils with 4x Emblem of Shavka. When you make this change, trade the 2x Seat for 2x Banner.
After that, I'd start by adding the Highland Sharpshooter and removing Pummel. (On turn 3, you can play Highland Sharpshooter, play a Warhelm on it, and then attack immediately, buffing the next card by +5/+3 and giving it charge and warcry ... yes, absolutely as insane as it sounds). After that, probably replace the 4x Vanquish with 4x Vanquisher's Blade. Then you could add Hojan and remove District Infantry or Oni Ronin. After that would probably be to add Valkyrie Enforcer, and remove the Sword of Icaria.
Update: Added more rares to the Sideboard, as additional upgrade options.
Further update: You could also upgrade the deck by adding
Red Canyon Smuggler. If you do that, I would suggest something along these lines for your market:
