Some concerns:
1) Kazuo with no relic weapons?
2) What's the point in Rakano Tome? Depleted power on first 3 turns hits heavily... May be Greater plans?

1) Hero tag is important, and relic weapons are a bit on the expensive side for the good ones
2) Diplo seal is probably better tbh, powerbase is somewhat of a holdover from previous versions where I was going for more influence heavy plays
