I am questioning the 1-of inclusion of Amethyst Waystone. Would it be better than Shadow Sigil for the occasional Ice Bolt or Emblem of Makkar?

Emblem seems better. I don't have the emblem that's why im running waystone. getting a sigil with ice bolt doesnt seem interesting because the curve stops at 4 anyways.
