Why not play ''leave a witness''? Would it work with svetya's sanctum?

I did not think about leave a witness. But im not sure if it is a good card main deck since 7 power is a lot more than 5 for Harsh rule, and normally when you have your Sanctum out you dont need to wipe the board anymore. I thought about changing Hailstorm for Storm Spiral.
