I am very interested how you select the power base for this particular deck and in general,

This deck's powerbase is not actually great, I didn't spend as long as I would have liked iterating on it.
In general I just start by having a decent number of each faction of influence and shift things around a bit in order to get more undepleted power or to get more of a certain faction early on.
