Tragically, this doesn't qualify as one of our official budget decks because we could only hit a 3/5 winrate reliably, and our criteria call for 4/5 games won. But! if you're a new player that can tolerate a lower winrate, provided you get to sustain yourself on the tears of opponents who plonk down legendaries 5 turns in a row, have I got the deck for you...

Winrate was identical whether we used 3 Cull the Deck or 3 Betray the Cause in the same slot, but these might have significantly differing rates over a higher number of games played, or in a different meta.

Edit: This should go without saying, but this deck will win you approximately zero games against a unitless deck unless you get really lucky with a Pilfer.

A decent upgrade as you progress with this deck is to swap out subvert for hailstorm. It helps the deck get through the early game against aggro and especially token-based decks like grenadins. Plus, 2x hailstorm still kills most boards. I've been having really good luck with the change lately. Hopefully I can think up some more upgrades!

Hailstorm is a great addition once you can afford the Dead Reckoning campaign, as is In Cold Blood as removal for any Justice-based meta (so, every meta to-date.) If you like playing Feln, Crest of Cunning, Jennev Merchant, Grasping at Shadows, and Champion of Cunning are good rares to help lock in a game meta; buy Rain of Frogs as at least a 1-of to put in your Jennev's market, or run 4 main to further hose your opponent's deck. If you can afford it and like the Scream model, Lethrai Provocateur is scream-able and incredible at destroying weapons-based decks, which are otherwise quite difficult for this deck to beat. In terms of legendaries, Rindra, Black Sky Harbinger, and possibly Snowcrush Animist as a 1-of, are good choices in Feln. I've also found End of the Line to be quite good as removal but would recommend it after those key units.

I honestly am not a fan of these kind of "budget" decks. I would much rather limit the shift stone cost to say, 25k and label that as budget than exclude every rare playable.
Kaelos Eternal Version: 1.37
Fair nuff. But, I can assure you that for at least one person, a typical 25k "budget" barrier to entry is too high. Whether the community would be better off without her as a player is hotly contended. ;)

Love the deck, unsure on how to play it optimally and what to include to improve it? Toying with recurring nightmares and more aoe removal. Any suggestions?
Kaelos Eternal Version: 1.37
Recurring Nightmares are actually an addition I considered prior to realizing they were a rare. Honestly, you can just start building it toward a Feln Scream list as you get more shiftstone, and move away from quite as much card thievery. Rindra's a solid legendary that's reusable in plenty of Feln / Scream / Reanimate decks and will provide some staying power.

I dunno about optimal play, but here's footage of me playing it for our requisite five test games https://www.youtube.com/watch?v=Y_u-Lb1xFHk

this is a great response, and exactly where my brain prefers to go when thinking about budget decks. I appreciate the hyper-budget theory you are going through though as it isn't that easy to do with the constraints you have set.
