Does an aggro deck really need to run 28 power? Same with the rakano list. You don't get flooded? You can play most stuff with 3 power.

Absolutely. You're still very unlikely to flood with only 28 power. You will lose a lot more games from having those 4 and 5 drop cards in hand that you really need to cast than you will by flooding out. 28-29 is a good standard for most aggro decks in this game to ensure both proper influence and power drops.
