Just finished grinding from Gold 2 to Masters with mono Justice and this is decklist I used, it holds its own against HH, Skycraggro, Temporal, FJS and so on. If you've been waiting for peak mono-faction performance, look no further.
If you're a true purist and don't want the Time influence in your deck, feel free to swap out the
Crest of Progress for 4 more Justice Sigils, though losing the Scout effect would hurt. Similarly, if you don't have
Crest of Progress feel free to use any crests that have Justice in them, you don't need the secondary influence at all, just the scout effect.
The idea is to ramp very quickly and apply as much pressure as possible, your starting hand will ideally contain either 3-4 power or 1-2 power along with a
Lingering Influence and a
District Infantry and/or
Icaria, Valkyrie Captain. Think Skycrag, except your end game options don't suck; be as aggressive as possible without losing tempo. Turn 3 Bracers can win you the game if the board is uncontested. Don't underestimate the value of a turn 1
District Infantry that continues to swing for 3 to face 3 turns in a row, I've had opponents trade 3 and 4 drops to get rid of an infantry that had already done 9+ damage to them, the threat is real.
The deck's biggest weakness is a complete lack of relic removal, your only option is
Citywide Ban in the market, so if you suspect your opponent may be running a relic reliant deck such as Xenan Mask or Temporal, plan ahead and try to ban beforehand. You have absolutely no options for relic removal, it's the one thing justice sucks at.
The deck's biggest strength however lies in its ability to ramp out of control, Time may have mana dorks but mono J has permanent ramp that won't be cleared with a well-placed hailstorm. if you can start the game off with at least 3 power you're in the clear and 2 power is often easy to work with. Between
Icaria, Valkyrie Captain,
Copperhall Bracers,
Lingering Influence,
Marshal Ironthorn and
Telut, Queen's Hand you'll have more power than you know what to do with. (
Sheriff Marley and
Marshal Ironthorn's ultimates are both good uses of extra power if you actually find yourself with more power than you need)
