This actually works better than expected. Bottoms Up triggers Hooru Envoy each time you target him, I believe his text would be more accurate as "When a spell directly targets Hooru Envoy you draw a card".

Edit: as of Homecoming they have fixed this so that Envoy only draws once when even when targeted multiple times :(
