you need to get 2 of each influence, then you can get cards off the cargos! this is a surprisingly functional deck. you can get the 2 full influence on turn 4, maybe, 85% of games (assuming you aren't dead already) then the deck becomes all gas. you can keep pretty much any hand that has a time influence and a merchant. the plays are surprisingly tight. market away a nictotraxian for a refresh on its ability when you have more power.
