Tempo decks usually provide early threats, and focus on getting good value from their cards. The spells and attachments in the One through two curve is to extend the legs of early game as you build your power and influence.
Torch,
Purify and
Xenan Initiation are tools to pump the breaks on the rush and to take out what you don’t want to fight on even terms.
Ornamental Daggers can stop rush dead. Two mana for +2+2 is strong, and If you land a Warcry on them Ornamental Daggers are a disgusting +4+4 for two mana.
Similar bonuses can happen if Warcry falls on a
Clockroach as it will buff all six copies that are in your deck. So rather than starting with a 2/2 Clockroach you start with 3/3 moving forward to 4/4 which gets five of your Roaches out from under
Hailstorm,
Torch, and
Suffocate.
Champion of Impulse is hugely undervalued. If on turn three you’ve unlocked either of her mana abilities a lot can change. The 4/4 buff (3 time) is a strong block and an easy swing early game. When you end up with the +1 mana on attack buff (3 fire) You can break open the game to the big guns earlier, or fix your mana screw.
The early game is flex. I’m not saying you’ll pull all of these, but used shrewdly you will have the tools to stop the rush, so long as they don’t get a nut draw. It’s the same rules as always if you can survive turn three you’ve got them.
Control is another story. Rather than deploying wide you’re going to deploy tall. There are 35 units in this deck. Warcry,

Caveats
1: Should you decide to test this out, and see if it suits you, run it on ranked. This deck does not work against the combo shenanigans you’ll find on casual.
2: In regards to the lack of draw. Removing Temple Scribe was not an easy choice but was necissary. With
Crest of Impulse,
Heart of the Vault,
Waystone Infuser, and Warp there is enough amateur card draw to allow some flexibility.
