This deck has been meeting with a lot of success since I first started using it. My first few games were a bit of a different list, but I decided that killer effects were not really getting the job done, especially without Daring Gryffyn to really abuse it, so I went with Parry instead. Holy cow, Parry is really good. Scorpion Wasp has 1 health, and Incarnus now has 2 health, along with several other important units that die to the damage. Also, the damage is dealt by the unit, so it counts for mastery. (I actually completed a Varret transform in the middle of an attack one time, which immediately changed the blocking math very much in my favor, because he transforms before the attack resolves. Yeah, try playing around that one as the opponent.)
Against other Hooru, this list shuts down Daring Gryffyn, because of the Pacifier. It's also pretty brutal against Oni decks. It shuts down Sodi's Spellshaper, because Pacifier comes first. And good luck to an Elysian deck that can't spellcraft anything.
It does ok against Cultists because they rely a bit on exalted, and Citywide Ban can lock down their Karvets or their Temples. Edict of Kodosh can silence and kill Karvet, and Incarnus can be Avigrafted or Parry'd.
Gavel is in there because of any recursion strategies you might encounter. By the way, the 1-of curses are tutored out with Parul's Choice.
With regard to the market, I have wanted nearly every card in the market at least once since I have been playing this list. The one card that feels weakest of all, though, is the Cleansing Rain. It's just not cost-effective, and it's too niche. Want it to stop Malediction? Too late, by the time you fetch it, the Malediction happened. It can stop Shen-Ra Speaks, I guess, but I'm not sure it's worth a market slot for that. You can also stop ALL the Shen-Ra Speaks using the Citywide Ban. Anyways, if I take out the Cleansing Rain, I probably replace it with Unseal (which I have now done).
I also changed a few things around since the initial games. I felt like the Forbidden Rider was just not getting the job done, so I traded it for Cobalt Acolyte. The Acolyte can make anything fly (including Shen-Ra). I also traded Crystallize from the market and replaced it with Keen Saddleback. I have felt like the ability to make aegis units fly was important, but without using a weapon to accomplish it. Very important note about Cobalt Acolyte: if you use it on Varret before his transformation, he will NOT keep flying. Same for using Parul's Choice on him before transformation; he keeps neither the aegis nor the extra +1/+1 when he transforms.
Lastly, I traded Aniyah for the Tinker Overseer, because the deck has felt like it gets on the board too slow. Overseer is a 2/2 flyer for 2 which can get bigger when cursed relics are played, and the deck is trying to win in the air, so Overseer fits that game plan. (Honored Skyguard is also a 2/2 flyer for 2, but I don't like that double influence cost; same reason I'm not liking Baby Icaria. The Overseer is a single justice influence, which is nearly always cast-able.)
The sideboard is a list of other possible inclusions. Overall, the weakest links in the deck are probably the 1-of curses if you draw them naturally (but that doesn't mean they should be removed); the 3x Tinker Overseer; and the 3x Lightning Sprite. If you make changes, the Sprite and Overseer would be the places to start. I do think the Pacifier is worth the awkwardness of the deck build, though. He nearly auto-wins some of the match-ups (especially Oni).
