I think this deck is particularly well positioned at the moment. It was one of the most powerful decks pre-Dead Reckoning, but In Cold Blood scared many people off the deck. However, In Cold Blood decks (Feln and Xenan) are particularly weak right now and are not widely played, at least not in high Masters or tournament play.
Some of the common decks on ladder right now, Argenport Midrange and Praxis tokens are solid matchups since you have plenty of tools to check their aggression, like Torch, Whirling Duo, and Harsh Rule, plus threats like Makto and Icaria to close a game fast, that they struggle to deal with. I have seen some other versions running more units (Ripknife Assassin and Valkyrie Enforcer) but no Harsh Rule. I don't really care for that change since Harsh Rule is so important vs the Token and Argenport matchups. The deck also has game vs slower control decks due to the power of Icaria's Warcry and Relic weapons, especially Starsteel Diasho.
The main problem point of the deck is the strict influence requirments, it makes knowing what to Seek Power for and how to sequence the power very important. Even then, you can sometimes be caught on 7+ power without triple Fire and Justice to cast Icaria.

What? Feln with ICB was one of the most played and powerful decks used in the tournament yesterday.
