This idea stems from the DWD Discord.
Shifting a unit gives a good way to cheat out a high cost unit, which goes well with Kaleb's Cloak to recruit into other (real) high cost units.
This Summoner Savant version utilises Embargo Runner to get back the Kaleb's Cloak used, it also synergises well with Patrice, Your New Home and Blitz Stone.
Elvish Swindler is the key card in the deck, gets to tutor a relic for a cheap price of 5 that may even be less if recruited into. The Hall of Mayors is best used against control decks with board wipes and Display of Survival in particular.
