Imperial Loyalist might be worth testing over Copperhall Paladin here if only for the pledge. 11 pledgers doesn't seem like enough to get it off every game.

Yep that is an easy exchange - I just valued the ramp. Its also possible I should put copperhall bracers in here - as either works well with it and I would add the 8 justice sigil at that point
