A bit faster than the traditional removal pile type decks, it wants to be attacking a little earlier and is less reliant on Icaria to win out games.
Rizahn is the top end, save for the miser's Icaria in the market.
Sherrif Marley is a house, built in aegis means that a Runehammer is cleanest way for other non-time decks to deal with her.
Tavrod is still a total monster. With three hammers and three other Tavrods we're not drawing a card every swing but that doesn't matter.
Champion of Glory is great at beatdown. It swings through a lot of early drops while still being able to sit back on defence - built in immunity to Permafrost means TJP can't just run over it early on.
Valkyrie Enforcer stops TJP shenanigans while allowing us to ignore Sandstorm Titan so Rizahn et. al. can do their business.
Only 20 spells, so Rizahn's lifesteal isn't always online, but the torch is usually what we want anyway.
Harsh Rule looks out of place in this deck, but it's very good against time and other removal piles, especially if they Harsh Rule first (which they usually will).
Two banners in the market means influence for Rizahn / Tavrods is less of a problem. One Harsh Rule and one Runehammer too give us options answers, the latter also being a wincon if needed. Pre-emptively fetching the Harsh Rule is generally correct against any deck, except against traditional control decks.
