Budget variant of [Top 50 Masters] 4F Ratkeepers. I tried to limit myself to no rares, legendaries, or campaigns. This still requires 4 chapters but chapters have an insane bang:buck ratio so they should be the first thing any new player gets.

The first main combo is Cabal Scavenger/Steelwarren Assassin+Veena's Masterpiece+Rift Siphon+cheap relics/multiple sources of bolster for a lot of card draw & the ability to play them all. The second main combo is Rat Cage/Unkindness+Relay Point to get a 5/5 out on turn 3.
