I can't claim credit for the original concept for this deck - I randomly played against Hooru Kenna on ladder about a month ago and just now decided to try to put some work on it.
Very fun deck, but certainly not tiered. A few observations:
1) Advantages vs. Kennadins: mostly Harsh Rule. Kennadins can sometimes have difficulty overcoming established board states, especially when the opponent has creatures in play that
Kenna, Shaman of the Scale can't clear with an un-pumped fight (Like
Vara, Vengeance-Seeker,
Tavrod, Auric Broker,
Sandstorm Titan).
Privilege of Rank helps bridge the power gap to 7 quite well and is some additional card advantage.
2) Disadvantages vs. Kennadins: Tribute is enabled less consistently and reliably. You are substantially weaker vs.
Oni Ronin decks like Skycraggro. The cards that you're playing don't stand as well on their own merits (you don't see
Whispering Wind in many decks for a reason).
3) Discarding
Thunderstrike Dragon to
Whispering Wind always fetches Kenna. This is useful, but I still think you want some split of Dragons and
Cliffside Porters, because being able to pitch Porter to
Whispering Wind is useful when you're flooded on expensive cards or are just digging for something other than Kenna. I'm not certain that my current split is correct.
4) The market is sort of experimental, and mileage may vary. You definitely want
Vision of Austerity, and I think that you want one Echo creature. I like
Eilyn, Clan Mother more than the other finishers, but you could experiment with something like
Nostrix, Lord of Visions or even
Staff of Stories instead. You mainly grab Eilyn in control mirrors when you need another threat anyway (Speaking of Nostrix, I think there might be room for experimentation with some sort of unholy fusion of this deck and the Nostrix-Porter deck).
Hailstorm and
Snow Pelting are for aggro matchups, but there might be more useful cards for this slot or it might be worth it to use the slots for something else.
5) The power base is about as simple as it can get. I really want my seats to enter un-depleted, so I'm maxing out on sigils, but if you're worried about
Rain of Frogs, definitely add some
Cobalt Waystones. Make sure to run enough Justice Sigils for
Privilege of Rank.
