Running Rakano in Expedition is hardly a novel idea, but this is the version of the deck that finally got me out of the hell that is Diamond 1 and into Masters. It's a well-rounded deck that is very suited for ladder climbing - can't speak to tourneys.
Some notes on specific cards:
Tinker Overseer - the deck needs flyers, and this is a pretty decent one considering we are running 8 relics. Most of the time, this will get to 3/3 and that's fine for a 2 drop.
Mystical Shackles - you need unconditional kill for cards like the 5 Shadow Dino, and this is probably your best bet. Also has synergy with the Tinker.
Halotipped Spray - I wanted six Inscribe cards, and after 4 Hojans this was the best possibility. Draconic Looting is good, but this deck has a lot of top-end cards, and relics are showing up more and more. Killing all of them and inflicting six damage is a nice combo.
